Sheffield Wednesday Confronts Serious Challenges, States New Football Authority

'Our role is integral to football's future' - independent football regulator David Kogan

The Championship club's ongoing struggles constitute a "major concern" and the new football authority is aiming to acquire authority to examine team situations in such situations, its new chair the official has declared.

In a wide-ranging interview, Kogan, who was named to the position this week, voiced concern towards the club's followers.

The chairman convened with four supporters' associations connected to the South Yorkshire club this week.

The team have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on several different times, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," Kogan told.

"The club represents one of the historic institutions for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Economic Challenges and Leadership Concerns

The club's controversial proprietor the Thai businessman suggested earlier this year he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in March and May resulted in restrictions being imposed by the English Football League (EFL) in summer, blocking the team from conducting any transfers or loans for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the followers."

Inquired if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The last thing what we want to do is commence engagement with an specific team, an individual owner, without being able to work with that owner to try and resolve the challenges confronting the team and the owner's facing," Kogan said.

"But the truth is, when you examine the past of the game, over the past few decades there have been some owners, a small minority, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and insisted it was a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the remarkable development accomplished could disappear incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we need to continue the progress.

"Substantial financial resources coming into football and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but the chairman responded: "I fully support the achievement and development as an economic entity of the top division.

"Being fully aware of the concern of undermining the top flight as an elite competition of the nation. But at the same time, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a significant confidence."

Political Connections

The regulator remains subject to a "thorough examination" by the official appointments authority after he revealed he contributed money to the Labour Party in 2020.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I've been completely open about my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any type of partisan engagement."
